bras ipoe認證失敗切換到其他認證域

客戶需求如下：

所有用戶在同一個下行口，未綁定過MAC的終端首次上線，先進行PORTAL認證，認證的時候可以選擇綁定MAC上線或者單次上線、如果選擇綁定MAC上線，則radius上會將MAC記錄，

華為BRAS的實現方式，他是先進行了一次IPOE MAC認證，如果認證失敗就把終端丟到ipoe web的認證前域，進行WEB認證，綁定MAC後，下次進行IPOE認證時下發地址池就可以生效了。
 

認證失敗 就放到pre-iswufe，認證成功就是iswufe

ipoe認證--認證用戶進到前域officepcipoe認證，radius 認證如果失敗，切換到其他域officepcwebbefore，觸發url  ipoe web 認證，此時定製的url 綁定mac ，重新進行認證，認證通過進入到 officepcipoe 域，此時再去radius 認證應該可以成功。
