需求：設備配置nqa，檢測通過外聯vlanif1000接口ping測試1.1.1.1

step1、當1.1.1.1可以ping通時，nqa探測成功，track 1為positive，track 2為negative，靜態路由綁定track 2因此不生效；

step2、當1.1.1.1無法ping通時，nqa探測失敗，track 1為negative，track 2為positive，靜態路由綁定track 1因此生效。

step3、當1.1.1.1恢複後，nqa探測成功，重複step1操作

問題：

現在step1、step2均測試成功沒有問題，在step3時，上聯1.1.1.1恢複時，nqa探測失敗，靜態路由始終生效
