問題描述：
下行路由器昨天掉電重啟了 業務就上不來 mplslsp鄰居能發現 h3c的路由器 但是h3c的路由器無法建立連接 今天更換下行路由器設備還是同樣的問題， 所有配置基本正常 h3c路由器還可以和上行設備建立鄰居 就是下行不行
